That's just not true. It varies by breed, and even by individual dogs. My
dog growls all the time when she is playing. She has several types of
growls. If you were listening to us play tug of war from the other side of a
door, and heard the growling she does, you'd think she was tearing me apart.

You have to know the dog and be able to read their body language to really
know what's going on in that little noggin'.
