Yeah.  I would probably write it either in Python or Perl.  Either one, 
you could do without the LAM* installation -- there are installs for 
damn near any OS for each.

Perl is old school, and if you know Perl, it's what I'd choose.
If I were learning from scratch, I'd learn Python.
