I guess if I were President I'd approach it this way:
(1.) Assemble a bi-partisan team for an analysis-only project to
decide if we've got (a.) nothing, (b.) a risk, or (c.) and issue.
(2.) Given there's action needed from #1, have them add to their team
volunteer experts of their choosing and formulate a strategy and
tactics.
(2b.) Assemble a "no-man" team to challenge team #1.
(3.) Make it happen.
