Lucky for you I'm good with analogies :)

The article stated that the Canadian system only worked because of
America filling a gap (4 baby incubators or whatever).

So here's analogy #1:
--------------------------------
Let's say you want internet access, but only for email, so you get a
56.6 dial-up connection. A friend comes over and wants to download
500Mb quickly; obviously he can't on your slow connection.

Would he be right in saying the internet has failed because he can't
dl his file fast at your house? No, you simply stock the connection
that you use 99% of the time. It would be dumb to buy a T1 for email,
so you don't spend the money on a 1% chance of a friend coming over.

Moral #1
--------------
That's way Canada doesn't have 60 incubators or whatever: why stock
machines for the 1% occurence?

Analogy #2:
-------------------
Let's say that same friend in #1 needs to do the dl every day to keep
his biz running, but can't afford a T1 himself. You don't want to get
a T1 for your friend to use, but you have a neighbor who has a T1
he'll let your friend use for a same fee.

Do you say the internet has failed because you and your friend don't
want to buy a T1 so you rent some time from a neighbor? No.

Moral #2
-----------------
If Canadians can go to the US to get that 1% coverage (4 incubators),
why should Canada build the capacity for it? Just outsource to
America. Of course if America wasn't there, it'd be different, but we
are.

Does that help?
