I was at training last week and this topic came up.  The basic 
conclusion was be very generous in cubicle size so that people aren't 
stepping on each others toes in any way.  The biggest example was if you 
have a crammed space of 6' x 6' cubicles you will have to listen to your 
neighbors phone conversations even three cubicles away.  If you factor 
in a general rule of thumb that it takes an average person 15 minutes to 
get back into a detailed task after being interrupted and you have 
crammed cubicles that encourage interruptions from people walking by, 
talking on phones, gossiping in the common area, ect.  You then multiple 
this by the nice round, easy to multiply $100/hour cost per white collar 
professional you will quickly overcome the $2 to $3 per square foot cost 
of a larger individual work space.

I think if you are going for a gold standard make these spaces as office 
like as possible.  If you can't provide actual hard wall offices, then 
go for high partitions with sound absorbing characteristics and, if 
possible, partition doors to provide as much insulation from unnecessary 
distractions as possible.
