intensity of the fires in future years."

The latter has been the rule for several decades now, at least for lands 
managed by the National Forest Service.  The trouble is with 'unpopulated'.  
With our ever spreading population that area is getting smaller and smaller.  
These horrible fires are in places where some developer went in and built a 
huge subdivision spreading through the woods.  Then those who buy the 
properties do not or will not understand the requirements to maintain their 
land.
