I just read the report, and this is absolutely not a case of entrapment. 
The legal definition of entrapment is when a person is induced or persuaded
by a law enforcement official to commit a crime that he had no intention to
commit.
However, if a person is predisposed to commit a crime and a law official
merely provides what appears to be a favorable opportunity for the person to
commit that crime, then it is not entrapment.

So I have no problem with how this was set up. It is no different than if a
cop poses as a prostitute and arrests the "johns" who solicit them. Again
this person was already cruising looking for a prostitute, the official
merely presented them with the opportunity.
Same with Senator Craig. The cop merely provided him with the opportunity.
He chose to pursue it.
