I am not certain about 'Bush supporter' but as far a 'tactics' go... UBL is considered to be the 'figurehead' of all terrorist activities towards America. However, this is not true, there are many factions and groups out to 'get' America for whatever reasons, good-bad-indifferent, that there might be.
2 reasons NOT to get UBL. 1. You know who the enemy is, and you know that by killing or removing UBL, someone else will just take over in his place, whom you don't know, then why remove the evil you know (and can track). Try to control and hinder the evil you know to 'demoralize' the enemy ranks into inner turmoil. (Assuming that the enemy forces will recognize when their leader has been 'neutralized' and have an upheaval in trying to replace the leadership) 2. The American people need to have a singular face to focus on in order to support our military activities abroad. Everyone knows that 9/11 had little or nothing to do with the invasion of Iraq. However, the use of UBL and his cohorts was viable for a while to be a 'backup explanation' to the invasion. Now, we are looking toward Iran, and if all we say is 'terrorist activities', not many people will back it. However UBL supporters and can match the want of invasion to the atrocities of 9/11 in some way, then American voters (the majority) will back the effort.
