erm. Where is it coming from, do you know? I know the community
college here decided that given the number of intrusion attempts from
China, they would simply set the ACL to disallow access to anyone from
that part of the world; if anyone in China wanted a distance education
class they would just be out of luck.

That's one way; I am sure there are others. Best way, hmm, would have
to know more.
