The timing and content of the leak make it look suspiciously like an intended message to other countries. If I am wrong, I am wrong, but my thoughts are that, given plans on engagements are highly classified and accessible only to the most trusted resources, this leak was intentional.
What is wrong with having plans? Nothing. I disagree that this is a plan, however, and offer the idea that this is instead a threat to other nations. Also, I question the insight into affairs of state of those making it. Have at me if you must.
