If all of the consequences only applied to the individual(s) who signed the waiver it would be one thing. But it does not take much thought before one starts realizing that the individuals actions can easily have negative effects on the efforts of the firefighters. The first thought that came into my mind is water pressure. When fighting fires in an area with fire hydrants, pressure is very important. And if there are individuals tapping the supply they can cause the effort to be lessoned for all.
Individual responsibility and all that rah rah rah. But humans do not live and interact in a vacuum - ones actions will always affect those around oneself.
