What mode are you using in testing? Development? Production? Development Full Load?
If its anything but Development Full mode, you need to refresh the entire app. Delete the parsed files, run the reload off the url. I make changes to the app(fusebox 5.1) I'm working on. Test them locally, they work. Upload them through SVN and commit the changes on the test box through svn update. Test them remotely and they work. My tester's look at the changes and claim they're not there. I think it's a cacheing issue somewhere but I'll be damned if I can find it.
