Not really. While you're not paying out, you are also not receiving any cash. There is a difference. The scouts, as a non-profit charitable institution does get grants in goods, services and money. They also do not pay taxes to a great extent (I may be incorrect in that one). Since they explicitly receive government funding they have to follow the government's guidelines.
