Not really. While you're not paying out, you are also not receiving any cash. 
There is a difference. The scouts, as a non-profit charitable institution does 
get grants in goods, services and money. They also do not pay taxes to a great 
extent (I may be incorrect in that one). Since they explicitly receive 
government funding they have to follow the government's guidelines. He who pays 
the piper calls the tune so to speak.
