By and large, this is the whole point of Stem Cell research int he first place - to learn how to reprogram the cells to become other types of cells. So basically, if ANY Stem Cell research is to succeed this would have been an outcome, regardless of Bush's policies. One would argue that the Bush policy just slowed down the amount of time it took to get to certain points in their research.
The steady MASSIVE exit of researchers in this field to other countries is a great example of how the Bush policy on research is doing harm to the US that may never be repaired.
