Silly question but you asked them repeatedly if THEY would cut it... have you asked them if they'd mind if YOU cut it? If it's actual apathy then they'll jump at the chance happily and no hard feelings. If they've really got a problem with cutting it then you'll find that out as well and take more formal action.
