My friend rescued a dog that was very skittish at first. It really just
takes time, and patience. Show them you are different than the other people
she has encountered in her life...she'll come around. Her natural instinct
(domestication) is still to trust humans, that instinct has just been
squashed by the abuse. It will come back out eventually.

The difficult part is usually the discipline. Stern discipline is usually
the best way to train your new dog, but you can't really do this with an
animal that has been abused. It's like walking a tight rope. My buddy
basically had to ignore his dog's early missteps until he got her to relax
and be comfortable with him. Only then could he start disciplining her
correctly when she peed in the house, or chewed something, etc.
