Both have pros/cons.. Hourly unless it's "Real Bug" fixes which are free. Some things are billed as new Projects considering the Depth of the work. You have a content management system, now you want a store... Those type of development projects would be contracted out separately, Hourly agreements normally consist of edits that may be 1 to 5 hours on an existing application, something over this, normally considered a project which may fall under your normal billing standards of 50% up front or what have you.
