That's true, I have driven to Delaware and purchased a printer/copier and did not pay Delaware sales tax or VA tax.
It is based on where the business is located. But like Tony said, if you buy a car in another state and register it in VA or some other state, you will need to pay taxes to the state you are registering it in.
