Terrorists lurk--waiting to strike--so you're better served cutting the trees back farther than the known Terrorist pouncing range (6 to 8 feet in controlled tests, from a crouched lurking position; 10 to 12 feet with a "running start"). Now with the trees cut back, the terrorists are "out of range," and the power lines are safe.
