There were 2 fights at that time:

Fighting for the right to govern themselves.

Discussions (fighting) amongst themselves about what form of
government they would erect when they won.

It is the second fight he is talking about.

There was much support for creating a monarchistic Theocracy (like
England had, where the King was also the head of the Church).
Basically just replacing what we threw off with a new person at the
top.

That view (fortunately in my view) did not prevail.
