As an example, that 777 is an "ETOPS" maintained aircraft meaning Extend Twin-engined OPerationS. There's a whole maintenance program around ETOPS that stipulates, for example, that the same mechanic cannot work on both side of the aircraft. It'll be interesting to find out what failed here and if the pilot full functionality of the control surfaces.
