A quick scholar.google.com search reveals one study that estimates that "approximately 3.3% of the general population belongs to a pathological dissociative taxon" - so yes, it's fairly rare.
I think that the general consensus that most people with DD have had a history of extreme abuse. I don't know that there have ever been any allegations of abuse for her. She seems more like she falls in the realm of a personality disorder.
