Assuming it isn't a caching issue, what happens when you add <cfset
form.QISALESPERSON = "Jay" /> above your select, and then view the
source to see if the correct value is selected?

The browser may think that you were entering information on the form,
saved it's state, and thus is setting the select to what was there
before, vs. what you're piping as "selected" from CF.
