what difference does the location make? If we want the FDA to inspect the
plant, it doesn't really matter where it is.

Even if we rely on the various countries to do the inspections....we'd need
the FDA to inspect the inspections to ensure "American standards".

A global economy can lead to cheaper goods. Those goods are cheaper for a
reason...one of those reasons can potentially be lax oversight.
