Hello!  THis may look ugly unless you find a way around that, why not try 
frames?  I don't know how your layout is going to look like, but maybe have a 
frame at the bottom about the height of 1/3 my thumb with a comment box.  no 
matter where they scroll the box will always be there.  You can also add some 
other links or widgets or graphics down there.  Maybe you can also have an 
option to remove it if the user doesn't like it :D
