And here is where I'm a victim of hope: I believe (based on gut feel and anecdote) that the election of Obama will, by itself, be a foreign policy game changer. It will be the ultimate that America can put forward in getting international "political capital" and I would hope that Obama will have a spending plan he can execute on day 1. It will be critical that he spend this capital immediately in the honeymoon phase, align partnerships, define roles, and begin execution, before the halo fades.
