Actually, some police have something kinda like that. It's this little remote control robot car that's mounted under the front of the police car. When the police launch it, it zips up the road and goes uder the target car and sends out an EMP pulse that shorts out the electrical system. Pretty nifty. It reminds me of those little car bomb thingies in Runaway.
