Even if that eventually happens, how Bush got us started and how much 
future administrations have to change his precedents would be a large 
factor in determining if Bush gets favorable credit for that result.

So who gets credit for all the foreign attacks that didn't happen on 
U.S. soil before 9/11?  Since Perl Harbor of course, since 9/11 wasn't 
the first.
