To me it says that the federal government has no oversight in the *creation* of militias, but can regulate them *except* by banning them from bearing arms. Put simpler: 1.) People can participate in militias 2.) Those militias (made of people) can bear arms 3.) The federal gov't can regulate militias, but cannot deny them from bearing arms.
