Just so everyone understands how it works:

1) Machine guns, noise suppressors ("silencers"), sawed-off shotguns, and
destructive devices are illegal at the federal level.

2) Private citizens can obtain federal waivers*** against this ban to own
these things, but only if they have absolutely *spotless* records with all
local, state, federal, and Interpol law enforcement agencies.

3) Individual states can further restrict the *possession* of these waivered
items within state boundaries (some don't allow machine guns, for example).

4) IIRC, there has only been one single incident in US history where a
waivered weapon was used to commit a crime of any kind, and that (again,
IIRC) was a man who used an M-16 (selective-fire) to kill someone in a love
triangle gone wrong.

5) There are times when a private citizen truly needs machine guns to
protect his person and property.  An acquaintance of mine machine-gunned
three men to death (another waivered M16, BTW) here in Georgia a few years
ago when his business, Sunbelt Arms, was broken into by three guys who
backed their pickup right through his metal-gated display window.  Three
fast-moving athletic young men, armed and with criminal intent, rushing
through a gaping hole in the front wall of his place of business.  A few
well-placed full-auto bursts, and it was all over, except for the praise
from local law enforcement officers who now had less paperwork to file
because the case was closed before they ever got there.  For those of you
who think he could have done just as well with a semi-auto version of an
M16, there's nothing like the shock and intimidation of hearing and seeing
full-auto fire come at you and your crew.  It makes you more likely to turn
and run or at least confuse and slow your response.  Not to mention the
enhanced target coverage you can achieve.

***$5 for each weapon in a category called Any Other Weapon that includes
zip guns, gun-firing attaché cases, and the like; $200 for each machine gun,
noise suppressor, sawed-off shotgun or similar short-barreled rifle under
16.75 inches (IIRC) barrel length; and $1,000 for each rocket launcher,
grenade launcher, or similar.  Understand that the rocket launcher pertains
to the device itself, not the warhead-carrying rockets.  I believe that
those are each considered individual destructive devices, but I'm not sure;
there may be additional restrictions.  I'll call my guys at ATF and ask and
then let you know.
