Guns and an AD are two separate job requirements, not a natural association,
so there is no direct correlation between them.

not field commissions, IIRC)

That is China, which pretty much concentrates on education regardless.  And
gun ownership over there isn't exactly free, even though military service
is, IIRC, mandatory.
