But that's the point - are we saying that the number of
Rangers/special forces that we have right now is the maximum number of
acceptable recruits the US is able to create with volunteers?

I doubt it.

What's needed is a some of what you said: a mandatory service
requirement.  That would convince some kids that the military is a
good way of life for them.

Further we need to step up the marketing and the benefits.

I won't go into details, but I think our current educational system is
3 decades old and needs a complete revamp.  Part of that is restoring
public service as a prestigious and enabling life factor.
