It's not a mistake.

They KNOW what the graphics are, and where they come from.

They INTENTIONALLY portray them as coming from , and created by, Al Qaeda in
these meetings with Congress, House committees...whomever.
They are overstating the threat and sophistication in order to get funding,
approval for attacks etc. , in other words.

Some people may see these images as just a harmless prop to support going
after groups, or passing laws etc. And they may rationalise that it's a
small price to pay to have those pencil pushers approve military action that
saves lives. Some people.
