Primary reason is cost and an unequal distribution of responsibility across the globe. It's hard enough for us to compete with industries in China and India. It would make it even harder to compete with them if our industries are saddled with carbon offsets, greener production, etc while their govts are heavily subsidizing the costs of petroleum and requiring nothing in the form of carbon emission reductions. This is one of the primary reasons we did not want anything to do with Kyoto.
