Obama would pull troops out within 16 months regardless of the security situation. McCain and Maliki agree that pulling the troops out is dependent on security conditions.
Obama, of course, opposed the surge and would have had us out of Iraq already, which would have left 1/3 of the country in the hands of Al Qaeda and a 1/3 in the hands of Iranian-backed Shiite militias headed by Al Sadr.
