(1.) Does the gov't have to inform the public of a detainee's status?
(i.e, Joe Blow has been taken into custody on date X and will be held
indefinitely. Should you wish to challenge on the detainee's behalf
please file a challenge with Y)

(2.) Does the detainee have the right of communication? (1 phone call
or some ability to notify a party of his/her choosing immediately upon
detainment?)

(3.) If the right to challenge exists, who, what where, and when?
(When, how, and with whom is the detainee guaranteed the right to
challenge? i.e., in a publicly accessible forum in front of an
impartial magistrate? Represented by council?)

Are you seeing the problem more clearly now?
