The situation is actually a simple one. Hamas has been launching rockets at Sedrot, an Israeli town near the Gaza border on an almost daily basis since Israel left Gaza (and before, for that matter). The attacks are coming from such places as schoolyards and are using such people as children to collect the equipment afterwards. Israel used to attack such rocket squads but as they move more and more into civilian territory, the counter attacks have stopped. These rockets are downplayed in the media as being "home made" so there's little to no international outrage. The attacks have caused many to flee the town. Hamas is getting everything they want from this. Testing of weapons, a standing as continuous fighters against Israel and demoralization/deaths on the Israeli side.
