Actually that is pretty funny.

How is this the "worse possible stereotype"?

I can thing of a lot worse stereotypes that could apply to this group (rich
arab oilmen). Can't you?

I think, even without the benefit of understanding Russian, the message is
clear.

"Rich oilmen hate this car, because it saves gas"

It definitely uses a stereotype. I saw a man in front of a limo with robes
and a head covering. I didn't think he was the chauffeur. Nor the valet. I
believed he was rich, and the limo was for him. Why? Not sure. When he
attacked the car, I didn't think it was because he hates cars, or because it
belonged to his ex wife, or it was in his parking spot. I "knew" it was
because he was in the oil business, and he was attacking the car because it
claims to get good gas mileage. (The same way I knew why the gas pump was
attacking cars in a recent American ad campaign. Which is patently unfair to
nonviolent gaspumps everywhere). If asked before that where the "rich man"
got his money, i might have guessed oil, but real estate, import/export,
inheritance, investments or construction would have been guesses as well.

Where are the hateful stereotypes?
