You can't stop someone from sending email "from" your email address or
domain.  That's simply not how the RFPs were written.  They can use
their own mailserver and send all they want.

You can stop the bounces though.  You probably have Google for Domains
setup with a catchall account for email that's not addressed to an
existing email on your domain.  When this started happening to my
domain I just turned the catchall account off and it stopped.
