Gruss, come on, be a straight shooter on this issue. The Senate has been deadlocked for years because of the need for a 60 vote majority to pass anything. Democrats and Republicans alike have blocked good legislation over partisan interests because of Senate rules.
I will say, however, that I generally agree with the rules, because it makes it hard to do anything really important or game-changing, and I'd rather have it be hard than easy.
