Did you build the data center? Did you hire the employee? Did you invade?
Did you withhold information? Rather than promoting small government you're
talking about big government where the government has direct control over
everything. That's the only way that your arguing is possible. The boss
can't be directly responsible for what his employee 5 times removed does nor
for the employee that came in from his predecessor.

Did you tell people to build the data center there? Did you hire the person
who did? Did the person you hired do it on his own without your knowledge or
consent? Did he lie to you? On and on but the point is that the further
things are from your direct control, the less DIRECT responsibility you
have. But if you knew that about a problem and didn't stop it then your
directly responsible.
