yep , primary care for primary care problems is a big solution to our broken 
health care system.

Many people without insurance will go to the ER for a cold because they know 
they will be seen without asking for immediate payment. Other patients have 
a mild issue that they could get primary care for but wait until its very 
serious and a trip to the ER is needed.  This is costly and bad for the 
health system at large.
