No where in the Bible will you find anything that justifies murder, including the 
passage you cite.  That does not justify murder. It justifies justice. 

The act of killing another person is not synonomous with murder.  Murder is the 
unjustified taking of another human life. Killing in the name of justice, 
self-defense, or war is not murder.
