Si, comprende. Could they put more money into the program? Yes they could.
But you don't start a program by throwing all your money at it. Its a pilot
program, they've made some changes based on feedback and it will continue to
grow and, I hope, "save a whole bunch of
community health centers". To date, they haven't. Now if the ER ends up
sending more and more people to clinics and doesn't increase funding, if
they are overwhelming the clinics and those patients are being treated, I'll
stand up with you and tell off the hospital. But nowhere in that article
does it state that that is the case. I can see how program could be used to
segregate people if it was implemented in a duplicitous and unethical
fashion. And the South Side of Chicago has certainly seen plenty of that in
its time, so I can understand some people being leery, but even this critic
you quote says "to date that hasn't happened", meaning that yeah, they
aren't where we'd like them to be yet. But it doesn't sound to me like
someone that is fundamentally against the program. Could be selective
quoting though obviously. But from everything I've read, the fundamental
idea is sound and worthwhile. Execution, as always, can be the deal breaker.
