If the mere threat of a Democratic filibuster in a Senate that the
Republicans controlled was sufficient to prevent them from bringing a
bill of that significance to the floor for a vote, then they must not
have been too serious about passing reform.

Remember, according to the link Sam posted, Bush called this "most
significant regulatory overhaul in the housing finance industry since
the savings and loan crisis ", but apparently the Republicans didn't
even feel it was important enough for a vote.    Or more probable, the
banking industry didn't want the vote and their lobbyists were calling
the shots.  Hence the death in committee.

But I still fail to see how it can be blamed on the Democrats.  Even
if, as you claim, you don't know what happened in committee, how can
blame be placed on either side?
