There was a policy that said "its ok to charge victims for rape kits". As he
noted, the city tried to charge insurance first. Furthermore, the document
you link to says that there were no records of billings for fiscal year
2000,2001,2002. It also notes that the law banning the practice of charging
victims for rape kits went into effect on 8/14/2000, so it would have been
illegal to charge them in fiscal 2001 or 2002. Since that document only
covers 2000 to 2002 and the bill went into effect in August of 2000, all we
can say for certain from that document is that no victims were billed during
the first 8 months of 2000. Possibly even less if the fiscal year started
later than Jan 1st (I don't know what fiscal year they operate on).

The city didn't charge any rape victims for 8 months, whoopee! That still
doesn't change their policy. Or perhaps the Police Chief was lying?
