Not in this Congress. Thus far in the 110th Congress, McCain is tops in missed votes. He's missed 64.1% of the votes (412 missed, 231 cast). Obama comes in at number 3 in most votes missed at 45.9% (295 missed, 348 cast). That being said, not all votes are equal. There are a lot of votes that don't really matter because they are unanimous voice votes, procedural votes, resolutions to recognize the importance of the state frog of new jersey, etc. I'm actually surprised that Obama didn't miss more votes than McCain given the protracted Democratic primary. Since McCain wrapped his nomination up early, I would have expected him to have more time in DC. Still, I think it would be difficult to put together a really accurate and meaningful set of "important" votes that showed whether they were really showing up and doing their job. I just don't think that raw vote numbers really conveys that though.
