I know you're asking this as a funny comeback, but I think it deserves a
little serious discussion.

The answer is "No."  Here's why.

The way things like this are handled when claims cannot be fulfilled by the
government are that they trim from both sides of the bell curve in order to
piss off the fewest people with the most ability to cause problems.

The guy who only gets $65,000 (plus a worthless $35,000 "voucher" that will
never be redeemed) is happy to get that, in the midst of the problem.

The guy who only has $300 in his account (or a couple thousand), the
government figures, "Fuck him!  What's he going to do?  How many hoops will
he jump through to try and get his measly three hundred small?  Bury his
trivial ass."

People with enough money to matter aren't concerned because they aren't
affected at all by any of this.
