Not in this case because nobody wants to lend money.  Banks are
hording money because a.) they don't trust anyone and, b.) they're
hoarding cash because they don't know which of their outstanding loans
will default causing them need cash.

Thus it's all about liquidity and flooding the market with enough
money until the banks have no choice but to lend.

Or the government will have to step in and restructure the banking model.
