Read the other report. The guy was not intimidated. The legislative report doesn't discuss anything personnel information about Wooten except what he approved because of privacy laws, so he gets off in that report without any scrutiny. He made a revenge plot and even told them he was going to get them.
The cops circled the wagons on this one, that's my opinion, and they are using the privacy laws to avoid any scrutiny at all of a guy who is clearly a bad apple. Why no investigation about him? Oh right, they can't investigate him, that's private. Because reporters care about privacy so much. Time is such a transparent shill for the Democrats it is pathetic. The least they could have done is a little digging about Wooten. I guess they couldn't be bothered.
